I have a budget of about $5,000 and need help selecting a loose round diamond for that budget.

The strong fluorescence might cause a hazy/milky look. Moreover, I’m not a big fan of the inclusion on the table. I personally like the 1.04ct G VS2 stone. If you are planning to purchase soon, I suggest putting the diamond you like on hold – they might get sold quickly.
